The Program Manager will play a lead and strategic role within UNSW IT, Division of Operations in the planning, development and implementation of projects within the IT Portfolio.

This role will lead two programs of work supporting UNSW IT Strategy: 1. Enterprise-wide implementation of Service Ownership Standards and processes across Divisions and Faculties including supporting the collection and validation of information on applications/business systems used across the University into the central IT inventory; the development of technology rationalisation roadmaps; development of service management resources and support to technology owners outside of IT. 2. Simplification Program Fund – management and reporting on a range of small initiatives aimed at technology simplification and application rationalisation, responsibility for managing and prioritisation of a backlog of opportunities with the support of a Business Analyst who reports into this role.
The role of Program Manager reports to the Head of Delivery; direct reports related to project teams vary project-to-project.
Specific accountabilities for this role include:
- Lead various project teams to deliver multiple projects in a cost-effective manner with high customer focus.
- Act as a point of contact and point of escalation for all program stakeholders and other business units.
- Lead the development and delivery of IT programs, on time and within budget, identifying interdependencies and leveraging resources to maximise efficiencies and achieve required organisation outcomes.
- Work with the Head of Delivery and the IT PMO to develop and implement strategies and tools for the continuous monitoring and evaluation of projects, including risk and contingency management, benefits realisation, and project impact and quality measures, to identify and address issues and assess project progress and overall effectiveness.
- Provide expert advice and information to stakeholders on emerging project issues and implement recommendations to support project delivery in line with established plans, budgets, timeframes, policy objectives and other project priorities.
- Create and manage large project budgets, reporting on budget variances and ensuring budget is on track.
- Maintain collaboration with the IT PMO to ensure adherence to the defined project delivery framework and is aligned to project processes and lifecycle governance.
- Manage project resources within budget and maintain financial forecasting for IT PMO and EPMO monthly reporting purposes.
- Identify, manage and resolve business risk, issues and conflicts for projects, developing issue resolution protocols to deal effectively with these matters and maintaining relevant risk registers.
- In consultation with the IT Vendor & Commercial Team, develop and manage vendor contracts / agreements associated with projects.
- Build collaborative relationships with senior and executive stakeholders across IT and the wider University to establish effective communication strategies, ensuring open and timely communications at all stages of the project lifecycle.
- Lead project reporting on budget, schedule, risks and issues, change requests and other factors contributing to status updates.
- Mentor project members, providing coaching and day to day guidance.
- Monitor and report on the performance of consultants and contractors to achieve continuous improvement in project delivery.

- Ensure hazards and risks psychosocial and physical are identified and controlled for tasks, projects, and activities that pose a health and safety risk within your area of responsibility.
Skills and Experience:
- Tertiary qualifications and/or significant experience in similar roles, with substantial proven experience in programs and/or Project Management of which 5 years has been in a management role.
- Exceptional communication and facilitation skills, and the ability to adapt in a diverse environment and range of stakeholders.
- Exceptional time management/organisational skills and ability to establish strong, effective working relationships.
- Highly developed interpersonal skills including demonstrated high level ability to influence and build productive relationships with industry providers and senior stakeholders.
- Demonstrated capability to work across multi-functional structures with competing stakeholders in a large and complex organisation.
- High level organisational skills with a demonstrated ability to manage the competing demands of multiple, simultaneous projects.
- Sound financial literacy skills, including the ability to forecast and manage CAPEX budgets.
- Strong demonstrated understanding of business requirements and technical limitations as
- determined by the organisation’s enterprise architecture.
- Superior leadership skills, with experience managing direct and indirect stakeholders, including mentoring team members to deliver high quality outcomes.
- Advanced industry certifications including Prince2 and/or PMBOK or equivalent, is desirable.
- An understanding of and commitment to UNSW’s aims, objectives and values in action, together with relevant policies and guidelines.
- Knowledge of health & safety (psychosocial and physical) responsibilities and commitment to attending relevant health and safety training.
